FOCUS

Brings clean energy technologies to Hawaii ratepayers, including those who are underserved, by providing innovative financing products that result in electricity bill savings for customers with no money down.

Through market-driven public-private partnerships such as  state agencies, clean energy financing advocates, local and national environmental groups, community organizations, energy companies, labor unions, and business organization, etc, they are able to build a sustainable financing structures.

APPROACH

Bring clean energy technologies to Hawaii ratepayers, including those who are underserved, by providing innovative financing products that result in electricity bill savings for customers with no money down. The GEMS Program is intended to create a sustainable financing structure through market driven public-private partnerships that will open access to financing for more Hawaii customers and democratize access to clean energy.

GOALS

Residential Programs: for homeowners, renters and Landlords/Property Owners for immediate bill savings Elimination of credit barriers, Obligation tied to the utility meter (not a person), Payments conveniently made on your monthly electric utility bill Long-term financing of up to 20 years (for a more cash-flow friendly option) at a fixed annual rate of 5.5% Contractors: for GEMS approved contractors to help their residential and commercial non-profit customers can finance up to 100% of their solar installations. Eligible PV Projects Include: All approved Interconnections, System Monitoring equipment w/data access capability, Expected production from system cannot exceed 100% of historical usage, Must show a 10% savings, Installed costs not to exceed $4.50 per watt, Panels & Inverters must have 20 year manufacturer’s warranty, 10 year workmanship warranty State Agency Programs: created with a sub-fund within the Authority’s green infrastructure special fund and convert $50.0 million of GEMS funds into a Revolving Line of Credit for any state agency or department to finance cost-effective commercial energy efficiency measures, subject to fund availability. SERVICES FOR BUSINESSES: HI-CAP for Small Business: provides capital assistance to Hawaii’s small businesses, startups and entrepreneurs. It is funded by the U.S. Treasury under the American Rescue Plan Act of 2021 (“ARPA”) for the State Small Business Credit Initiative (SSBCI). Commercial Energy Improvements: an innovative financing program for nonprofits, small businesses and commercial tenants offered exclusively by the Hawaii Green Infrastructure Authority that features: NO upfront costs, Immediate bill savings, Elimination of credit barriers, Obligation tied to the utility meter (not to an organization), Payments conveniently made on your monthly electric utility bill.
