Formed by The Missouri Clean Energy District which is a state-wide political subdivision. MCED was authorized by the Missouri PACE Act (RSMo 67.2800, et Seq.).As a political subdivision of the state, the District is considered an independent entity and not a subdivision of any current or future member of the district.

The program has some governmental oversight because their Board of Directors and an Advisory Council are selected by the member communities. Funding comes entirely from district operations. MCED does not use one dollar of taxpayer, state general revenue or local government money. They also actively fundraise for their resources.

FOCUS

Provides access to affordable financing options for a variety of energy-efficient and renewable energy upgrades to both public and private property owners.

MCED is supported by an alliance of market partners, local governments, community choice advocates, businesses and nonprofits to assist communities in meeting state and local energy and environmental action goals. Funding comes entirely from district operations, not taxpayer, state general revenue or local government money.

APPROACH

The Missouri Clean Energy District is a state-wide political subdivision established to provide unlimited capital to fund energy efficiency and renewable energy projects. Property owners – both public and private – within member communities may apply for PACE financing. MCED was created to motivate and educate Missouri residents and businesses about energy management. Our useful financing programs and actions can help them better manage their energy use overall. We want to help people understand that using energy more efficiently can help them live better and work better. We provide inspiration and guidance on better energy management and encourage innovative policy discussions. We aspire to serve as a positive example nationally by inspiring other states to pursue a similar vision and path.

GOALS

MCED provides unlimited capital for energy projects across Missouri. The programs operated by the district provide access to capital for all property types and categories. Private and public property owners may apply for energy project funding to improve residential, multifamily, commercial, industrial, agricultural and municipal facilities. Residential/Homeowners: The PACE Program offers a new, affordable financing option for energy-efficient upgrades, which help homeowners increase efficiency, comfort and savings. Commercial Property: Our capital partners offer a C-PACE program for affordable financing options for energy-efficient upgrades, helping their operation increase efficiency, comfort and savings. Public Facilities & Infrastructure Improvements: Local Governments benefit from energy project financing for Public Facilities through the District. Rural Development Commercial Facility Target Fund: Energy project assistance for property owners in rural Missouri communities Proposed to operate in conjunction with the USDA IRP program.
